ORANGE COUNTY, N.Y. -- The union president representing workers says they believe the Valley View nursing home should be county owned and operated.

Last month, legislators decided to amend the budget proposal to keep the facility open for one year until the end of 2013. But County Executive Ed Diana recently vetoed that plan.

The president of local CSEA says they believe the legislature will continue to override Diana's veto because the numbers keep changing.

"During negotiations, his administrative team came in and wanted to know if this union was willing to give up 24 percent in paid decreases at Valley View. Well, this was never said anywhere. None of us ever said that or represented that. We did represent that we were willing to separate that bargaining unit out in the agreement. We were willing to look at pay and benefit reductions and all of that would be tied to a 10 hour, four day a week shift," said Bill Oliphant, President of the local CSEA.
