TROY, N.Y. -- The Troy City Council passed a budget plan for 2013 in a special meeting. Part of that includes a decision to create a new and controversial position.

In a seven to two decision, the council voted to install a public safety commissioner. The new job, at $30,000, would reign supreme to the police chief and report to the mayor.

Supporters say more than serving as a balance of power, a public safety commissioner can perhaps serve as a more visible figure head for the community. But opponents to the position call it political football and say it's a bad idea to give city hall control over the police department.

There's been no public push by the council or deadline to fill that position as of yet.

Last time Troy had a commissioner was in 2003.
